Tim Elkin

Director & Principal Consultant

Tim has over 20 years of hands-on industry experience in major capital project delivery. Tim specialises in risk management, project controls, assurance, decision quality, asset strategy, and scenario planning. He has a proven track record of leading teams, driving change, and developing effective processes. Known for his strong analytical skills and commitment to continuous improvement, Tim is passionate about supporting good project governance and optimizing value.

Prior to starting Castle Controls, Tim held leadership roles at prominent organizations, including Shell, ConocoPhillips, and Santos. Gaining international experience in Europe, Asia, and Australia he has worked on a wide range of capital projects throughout all the project phases. His most recent portfolio of projects included Carbon Capture & Storage (CCS), and Decommissioning projects, along with more traditional oil and gas developments.

Tim holds a Master of Business with Distinction, a Bachelor of Arts, and a Bachelor of Commerce, and he is a Prosci qualified change management practitioner.

Lloyd Forsyth

Principal (Scheduling & Reporting)

Lloyd is a highly experienced Lead Project Planner and Integrated Project Controls professional based in Perth, Australia, with more than 25 years' experience across oil & gas, mining, EPC/EPCM, shipbuilding, Government and defense sectors. He has led planning and project controls functions on major capital developments including Santos' Barossa and Darwin LNG Life Extension projects, Baker Hughes APAC EPC tenders, McDermott's INPEX Ichthys LNG development, and large-scale mining infrastructure projects for BHP and Roy Hill.

Lloyd specialises in master schedule and progress measurement development, integrated commissioning and start-up planning, risk and delay analysis, cost control and earned value management, commercial alignment, bid and tender schedule development, and forensic claims support. He has built and led high-performing, multi-regional planning teams, established governance and reporting frameworks, and delivered data-driven insights through advanced use of Primavera P6, Power BI and risk analysis tools.

Lloyd combines strong technical capability with practical field experience, commercial acumen and proven stakeholder leadership across complex, high-value projects.

Paul Daines

Principal (Cost & Performance)

Paul has twenty-eight years of post-graduate Project Controls experience within major Construction and Oil & Gas projects covering predominantly cost engineering on all phases of project life cycles from Concept through Execute to Commissioning and Decommissioning, including Turnaround scopes. He also has experience in planning and estimating within Oil & Gas, Petrochemical, and Waste Management projects.

Excellent communication, team building and contract operation skills. Extensive computer software experience in Microsoft Applications, Ariba, Power BI, Primavera P6, Milestone Pro, Pertmaster, JDEdwards, SAP, Cost Manager (KCM), JobProms, PEMS, PCMS, PIMS, Crystal Ball, Convero, PRISM and SIGEP.

Paul brings a strong record of delivering disciplined project controls leadership across diverse and technically complex operating environments. His experience spans major offshore developments, LNG megaprojects, and large-scale decommissioning programs, where he has consistently provided accurate cost insight, strengthened governance frameworks, and improved financial predictability for project teams and senior stakeholders.
